De Homesh yeshiva werd zondagnacht verplaatst naar een nieuwe, permanente locatie, dagen nadat de IDF een militair bevel had ingetrokken dat israëli’s verhinderde zich in het gebied te bevinden.

Voor zonsopgang op maandag verplaatsten yeshiva-studenten en vrijwilligers de school enkele honderden meters verder vanaf betwist gebied.

Het hoofd van de regionale raad van Samaria, Yossi Dagan, markeerde de gelegenheid door een mezoeza aan te brengen op de ingang van de studiezaal van de yeshiva.

“Dit is een historisch moment, een stap in de richting om de onterechte verdrijving uit Samaria recht te zetten. We hebben dag en nacht gewerkt om het onrecht, tegen niet alleen de ontheemden maar tegen het hele volk van Israël, recht te zetten, ,” zei hij. “Twee maanden geleden heeft de Knesset terecht het merkteken van Kaïn, de verdrijving, uit de Israëlische wetten verwijderd. We zullen ook Ganim, Kadim en Sa-Nur bereiken.”

De terugtrekking uit Gaza in 2005 leidde tot de evacuatie en vernietiging van Homesh, Sa-Nur, Ganim en Kadim in Samaria, evenals 21 gemeenschappen in de Gazastrook. In maart trok de Knesset artikelen van de wet van 2005, die Israëli’s verbood de vier Samaria-gemeenschappen binnen te gaan en er te verbliven, in. In mei ondertekende het hoofd van het centrale commando van de GOC, generaal-majoor Yehuda Fuchs, een bevel waardoor Israëli’s Homesh opnieuw konden binnenkomen.

Yesha Council chief en Gush Etzion Regional Council Mayor Shlomo Neeman prees maandag de “emotionele” stap en prees de regering.

“Dit is een historische en emotionele ochtend voor het hele volk van Israël. Na bijna 18 jaar sinds de verschrikkelijke verdrijving, mochten de studenten van de yeshiva vanmorgen eindelijk de zegen van de terugkeer [naar het land Israël] reciteren,” zei Neeman. “We bedanken minister van Defensie Yoav Gallant voor zijn vastberaden houding aan de kant van justitie, Yossi Dagan, die onvermoeibaar door de jaren heen heeft gewerkt, en we feliciteren de yeshiva-studenten, hun rabbijnen en het grote publiek, die vochten voor de voortzetting van een Joodse aanwezigheid in Noord-Samaria.”

Washington ‘diep verontrust’

De Verenigde Staten hebben vorige week harde kritiek geuit op het besluit van Jeruzalem om de wetgeving terug te draaien die Israëli’s verbiedt Homesh binnen te gaan.

“We zijn diep verontrust door het bevel van de Israëlische regering dat haar burgers toestaat om een permanente aanwezigheid te vestigen in de Homesh-buitenpost op de noordelijke Westelijke Jordaanoever, die volgens de Israëlische wet illegaal werd gebouwd op privé Palestijns land,” zei de woordvoerder van het Amerikaanse ministerie van Buitenlandse Zaken Matthew Miller.

“Het bevorderen van Israëlische nederzettingen op de Westelijke Jordaanoever is een obstakel voor het bereiken van een tweestatenoplossing,” voegde hij eraan toe.

IDF Luitenant-kolonel (res.) Maurice Hirsch vertelde JNS eerder deze maand dat de stap van de regering een “goed begin” was, maar niet ver genoeg ging.

“De zogenaamde Israëlische ’terugtrekking’ van 2005 uit Gaza en delen van Noord-Samaria speelde in op de territoriale aspiraties van de Palestijnse Autoriteit – om steeds groter wordende door Arabieren gedomineerde gebieden te creëren die volledig ‘Judenfrei’ zijn,” zei Hirsch, die 20 jaar diende in het Korps Militair Advocaat Generaal van de IDF.

“Het intrekken van de Israëlische wetgeving die deze fundamenteel racistische praktijk mogelijk maakte, is een goed begin, maar het is niet voldoende. Deze regering moet alle nodige voorbereidingen treffen, niet alleen om racistische wetten in te trekken, maar ook om de toepassing van de Israëlische wet in heel Judea en Samaria te waarborgen. Israël heeft de enige soevereine zeggenschap over deze gebieden, en de volledige inlijving van deze gebieden in Israël is nu 56 jaar te laat,” voegde hij eraan toe.

The Homesh yeshiva was relocated overnight Sunday to a new, permanent location, days after the IDF revoked a military order preventing Israelis from being in the area.

Before dawn on Monday, yeshiva students and volunteers moved the school several hundred meters off of disputed land.

Samaria Regional Council head Yossi Dagan marked the occasion by affixing a mezuzah to the entrance of the yeshiva’s study hall.

“This is a historic moment, a step toward rectifying the terrible injustice of the expulsion from Samaria. We have been working day and night to rectify the injustice against not only those displaced, but the entire people of Israel,” he said. “Two months ago, the Knesset correctly removed the Mark of Cain of the expulsion from Israeli laws. We will also reach Ganim, Kadim and Sa-Nur.”

The 2005 Gaza disengagement led to the evacuation and destruction of Homesh, Sa-Nur, Ganim and Kadim in Samaria, as well as 21 communities in the Gaza Strip. In March, the Knesset repealed articles of the 2005 law banning Israelis from entering and being in the four Samaria communities, and in May GOC Central Command head Maj. Gen. Yehuda Fuchs signed an order allowing Israelis to reenter Homesh.

Yesha Council chief and Gush Etzion Regional Council Mayor Shlomo Neeman on Monday hailed the “emotional” move and praised the government.

“This is a historic and emotional morning for all the people of Israel. After almost 18 years since the terrible expulsion, this morning, the students of the yeshiva finally got to recite the blessing of the return [to the land of Israel],” said Neeman. “We thank Defense Minister Yoav Gallant for his firm stance on the side of justice, Yossi Dagan, who worked tirelessly throughout the years, and we congratulate the yeshiva students, their rabbis and the general public, who fought for the continuation of a Jewish presence in northern Samaria.”

Washington ‘deeply troubled’

The United States last week harshly criticized Jerusalem’s decision to walk back the legislation barring Israelis from entering Homesh.

“We are deeply troubled by the Israeli government’s order that allows its citizens to establish a permanent presence in the Homesh outpost in the northern West Bank, which according to Israeli law was illegally built on private Palestinian land,” said US State Department spokesman Matthew Miller.

“Advancing Israeli settlements in the West Bank is an obstacle to the achievement of a two-state solution,” he added.

IDF Lt. Col. (res.) Maurice Hirsch told JNS earlier this month that the government’s move was a “good start” but did not go far enough.

“The 2005 so-called Israeli ‘disengagement’ from Gaza and parts of northern Samaria played into the territorial aspirations of the Palestinian Authority – to create ever-increasing Arab-dominated territories that are entirely ‘Judenfrei,'” said Hirsch, who served for 20 years in the IDF Military Advocate General’s Corps.

“Revoking the Israeli legislation that facilitated this fundamentally racist practice is a good start, but it is not sufficient. This government should make all the preparations necessary not only to repeal racist laws but to also ensure the application of Israeli law throughout Judea and Samaria. Israel holds the sole sovereign title to these areas, and the full incorporation of these areas into Israel is now 56 years late,” he added.
