2023-04-05: De dodelijke obsessie van de EU met Israël – The EU’s Lethal Obsession with Israel

De speciale vertegenwoordiger van de Europese Unie voor het vredesproces in het Midden-Oosten, Sven Koopmans, verklaarde op 17 februari: “De EU wil sterkere banden met Israël opbouwen, maar de betrekkingen blijven helaas gebukt gaan onder de bouw van illegale nederzettingen op Palestijns land.”

Wat Koopmans vergat te vermelden is dat het de Palestijnen zijn die letterlijk tienduizenden illegale bouwwerken hebben gebouwd op de Westelijke Jordaanoever, met name in zone C, die volgens de Oslo-akkoorden onder volledige Israëlische veiligheids- en civiele jurisdictie valt.

Koopmans vergat ook te vermelden dat de EU de Palestijnse Autoriteit (PA) helpt met de massale illegale bouw, waarmee de weg wordt vrijgemaakt voor de feitelijke annexatie van het gebied.

Bij wijze van achtergrond: In het kader van de Oslo-akkoorden werd de Westelijke Jordaanoever verdeeld in drie zones – onopvallend Areas A, B en C genoemd – terwijl onderhandelingen werden gevoerd over een permanente oplossing voor de grenzen. Gebied A staat onder volledige Palestijnse controle, gebied B staat onder Palestijnse controle, met uitzondering van de veiligheid. Gebied C is officieel een Israëlisch gebied waarover nog moet worden onderhandeld.

De EU bemoeit zich nergens anders mee op de planeet dan met gebied C – niet met de Koerden, de Assyriërs, de Yazidi’s, de Oeigoeren, de Kasjmiri’s, de Tibetanen of de Grieks-Cyprioten. De Palestijnen blijven de enige groep op de EU-lijst van mensen waarmee de EU zich moet bemoeien. Deze buitensporige aandacht lijkt niet zozeer voort te komen uit liefde voor de Palestijnen als wel uit haat tegen Israël.

De gezanten van verschillende EU-landen hebben onlangs hun bezorgdheid geuit over de “unilaterale acties” van Israël, en eerder dit jaar riep Josep Borell, de hoge vertegenwoordiger van de EU voor buitenlandse zaken en veiligheidsbeleid, Israël op om “unilaterale acties” te vermijden, waaronder nederzettingsactiviteiten en de sloop van illegale Palestijnse bouwwerken, vooral in het gebied Hebron op de Westelijke Jordaanoever.

Wanneer de Palestijnen klagen over “unilaterale acties”, doelen zij op Israëls antiterrorismemaatregelen en de bouw van nieuwe huizen voor Joodse gezinnen. De Palestijnen willen niet dat de Israëlische veiligheidstroepen achter de terroristen aangaan. Ze willen ook niet dat Israël huizen voor Joden bouwt.

Israël’s Ministerie van Inlichtingen vond echter in een rapport dat pas onlangs werd vrijgegeven, dat…

“buitenlandse regeringen honderden miljoenen euro’s gaven aan Palestijnse projecten in gebied C in Judea en Samaria….Deze financiering is in strijd met het internationaal recht en de relevante overeenkomsten… [Het rapport beschrijft hoe de Palestijnen EU-gelden gebruiken om duizenden illegale gebouwen te bouwen en stukken landbouwgrond in te pikken…”. [cursief toegevoegd].

Het lijkt erop dat de EU letterlijk duizenden illegale Palestijnse modulaire gebouwen heeft gefinancierd in gebied dat legaal onder Israëlische jurisdictie valt. De EU heeft bovendien nooit haar beleid verhuld om de Palestijnen te steunen in hun pogingen om verboden land in te pikken en illegale gebouwen te bouwen in Israël’s gebied C.

De laatste tijd concentreert de EU zich meer op landbouwgrond: voor een veel kleinere investering kan men een veel groter gebied verwerven.

In 2012 heeft de EU voor het eerst een alomvattend beleid ontwikkeld met betrekking tot zone C, gevolgd door een reeks concrete stappen en maatregelen.

Tussen 2016 en 2019 heeft de EU in totaal 33 miljoen euro (35 miljoen dollar) uitgetrokken voor “humanitaire en ontwikkelingshulp ter ondersteuning van de Palestijnen die in gebied C wonen.”

De EU zegt ook samen te werken met de Palestijnse Autoriteit om gebied C te “ontwikkelen”. De EU voegt eraan toe dat zij “projecten ondersteunt die de economische ontwikkeling bevorderen en de levenskwaliteit van de Palestijnse gemeenschappen in zone C verbeteren op het gebied van de particuliere sector, het milieu en de landbouw”.

De EU geeft openlijk toe dat zij de Palestijnen helpt de wet te overtreden door illegale constructies te bouwen in een gebied dat officieel onder volledige Israëlische soevereiniteit staat.

Door dit te doen moedigt de EU de Palestijnen aan tot unilaterale acties die in strijd zijn met de overeenkomsten tussen de Palestijnen en Israël.

Dit is dezelfde EU die Israël blijft waarschuwen geen “unilaterale acties” te ondernemen en die Israël blijft bekritiseren voor het bouwen en uitbreiden van “illegale” nederzettingen op de Westelijke Jordaanoever.

Een Israëlische niet-gouvernementele organisatie, Regavim, heeft gedocumenteerd dat er “5535 nieuwe illegale structuren zijn gebouwd in 2022, vergeleken met 3076 structuren in dezelfde periode in 2021” — in één jaar bijna het dubbele.

Talloze door de EU gefinancierde Palestijnse modulaire woningen zijn de afgelopen jaren ook gebouwd op locaties rond Jeruzalem en de Westelijke Jordaanoever. Deze structuren wapperen met een EU-vlag en voorzien van honderden EU-borden en stickers.

Vanaf 2022 heeft de EU 81.317 illegale bouwwerken gebouwd in zone C, aldus Regavim.

“Naast deze massale illegale bouw, verspreid over een immens geografisch gebied, voeden bijkomende fenomenen de de facto annexatie van het gebied door de Palestijnse Autoriteit, massale illegale landbouwprojecten op Israëlische staatsgrond, lawfare gefinancierd door buitenlandse concerns… en een gecoördineerde campagne van internationale druk. Dit zijn allemaal elementen van een berekende strategie, uitgevoerd onder auspiciën van de Palestijnse Autoriteit, met het verklaarde doel ter plaatse feiten te creëren ter ondersteuning van een unilaterale uitroeping van de Palestijnse staat, waardoor de nationale belangen en de veiligheid van Israël een zware slag wordt toegebracht.”

De inzet van de EU voor de uitbreiding van illegale Palestijnse nederzettingen in zone C blijft volledig in strijd met de Oslo-akkoorden, die de EU beweert te handhaven.

“Het doel is om doorlopende Palestijnse nederzettingen te creëren op de hele Westelijke Jordaanoever en daarmee Israëlische gemeenschappen te isoleren en te wurgen,” schreef Hillel Frisch, hoogleraar politieke wetenschappen en geschiedenis van het Midden-Oosten aan de Bar-Ilan Universiteit, in 2019.

“Voor het eerst in het 100 jaar oude conflict tussen de zionistische beweging (en later de staat Israël) en de Palestijnse Arabieren, overtreffen de Palestijnen de Joden in strategische nederzettingen, waarop de zionistische beweging een monopolie had. De PA bereikt dit onder auspiciën van de EU.”

In april 2012 publiceerde het ministerie van Lokaal Bestuur van de Palestijnse Autoriteit een strategisch actieplan getiteld “Planning Support for Palestinian Communities in Area C”. De EU heeft haar steun voor dit plan aangekondigd in een officieel document getiteld “Land Development and Access to Basic Infrastructure in Area C”.

Frisch wees erop dat de EU al in 2016 in totaal 10,5 miljoen euro [11 miljoen dollar] had uitgegeven om bestemmingsplannen voor 90 Palestijnse nederzettingen op te stellen en uit te voeren en samen met de Palestijnse Autoriteit landontwikkelingsprojecten in zone C te ondersteunen.

“Het hoofddoel van de PA-EU is duidelijk: het creëren van continue Arabische nederzettingen van het zuiden tot het noorden van de Westelijke Jordaanoever, terwijl tegelijkertijd de Israëlische ontwerpen om continue wijken te creëren van Ma’ale Adumim tot Jeruzalem (het E-1 plan) worden gedwarsboomd.

“De resultaten van de PA zijn tot nu toe aanzienlijk. Terwijl de Israëlische nieuwbouw in de gebieden ten oosten van Jeruzalem tot een onbeduidende omvang afneemt, is de PA er met Europese hulp in geslaagd tienduizenden mensen te huisvesten… op een oppervlakte van niet meer dan negen vierkante kilometer. Dit aantal is meer dan het dubbele van het aantal inwoners in Ma’ale Adumim en de andere Israëlische plaatsen in het gebied.

“Ten oosten van Ma’ale Adumim hebben de PA en de EU geïdentificeerd dat geïmproviseerde bedoeïenenkampementen, waarvan al-Khan al-Akhmar het meest prominent is, het belangrijkste wapen zijn waarmee gebied C in een Palestijnse staat kan worden veranderd. Deze snel groeiende kampementen liggen dicht bij een belangrijke snelweg en zijn verstoken van riolering en georganiseerde afvalverwijdering. De Israëlische autoriteiten hebben een gebied gereserveerd net ten zuiden van Abu Dis dat al deze voorzieningen zou bieden, maar de PA en de EU blijven bedoeïenenkampen in de hand werken.”

Khan al-Ahmar zou een belangrijk wapen zijn omdat het op enkele meters van de snelweg ligt die Jeruzalem met de Dode Zee en de Jordaanvallei verbindt. De Palestijnen willen dat Khan al-Ahmar een Palestijnse nederzetting wordt die Jeruzalem afsnijdt van deze gebieden en vervolgens de stad omringt met Palestijnse gemeenschappen.

De EU en de Palestijnen handelen overeenkomstig een programma dat in 2009 door de voormalige premier van de Palestijnse Autoriteit, Salam Fayyad, is gelanceerd.

Het “Fayyad-plan” uit 2009 (officieel getiteld “Palestina: Ending the Occupation, Establishing the State”) was — en blijft — een voorstel om ter plekke feiten te creëren die zouden uitmonden in een Palestijnse staat als de onderhandelingen niet slagen, waardoor de noodzaak om met Israël te onderhandelen, zoals overeengekomen in de Oslo-akkoorden, wordt omzeild.

Het addertje onder het gras is: Als de Palestijnen geloven dat zij een staat kunnen krijgen van een externe entiteit, zoals de EU, zonder kosten voor henzelf, waarom zouden zij dan ooit de moeite nemen om te onderhandelen? Jarenlang hebben zij vermeden om naar de onderhandelingstafel te komen, waarschijnlijk in de hoop op een dergelijke meevaller.

Een aantal Jahalin Bedoeïenen krakers vetegenwoordigen ook een perfect middel om een buitengerechtelijke voet aan de grond te krijgen.

De belangen van de Jahalin bedoeïenen waren niet de belangrijkste zorg van de Palestijnse Autoriteit. Wat belangrijk was voor de PA was het land — om het in bezit te nemen en vervolgens alles wat erop gebouwd werd onomkeerbaar te laten lijken. Dus terwijl de PA en de EU blijven praten over een onderhandelde regeling voor gebied C (gebieden A en B staan al onder Palestijnse controle), illegale bouw in gebied C, dat officieel onder Israëlische soevereiniteit staat, met de definitieve grenzen waarover onderhandeld moet worden, moedigen deze nieuwe feiten ter plaatse de Palestijnen natuurlijk aan om niet te onderhandelen. Waarom zouden ze, als ze alles wat ze willen kunnen krijgen door het gewoon te nemen?

Met de hulp van genereuze steun van EU-lidstaten en Arabische landen heeft de Palestijnse Autoriteit ook een reeks “nationalistische initiatieven” gelanceerd, gericht op plattelandsgebieden en verlaten delen van zone C. Gecoördineerde inspanningen werden geïnvesteerd in strategische gebieden die het grootste effect zouden hebben op de Palestijnse aanspraken op feitelijke soevereiniteit.

Volgens Naomi Kahn, internationaal directeur van Regavim:

“De Europeanen betalen voor de planning. Ze betalen voor de techniek. Ze betalen voor de juridische ondersteuning. Zij betalen voor de infrastructuur. Ze betalen voor de bouw, ook al weten ze dat die illegaal is, en ze bouwen in de contracten de mogelijke sloop in. Ze bouwen ook in het contract de juridische vertegenwoordiging in als en wanneer het tot een rechtszaak komt omdat het illegaal is.”

Het unilaterale plan van Fayyad om feiten op de grond te creëren is volledig in strijd met de Oslo-akkoorden, waarin staat dat “geen van beide partijen enig initiatief zal nemen of een stap zal zetten die de status van de Westelijke Jordaanoever en de Gazastrook zal veranderen in afwachting van het resultaat van de onderhandelingen over de permanente status.”

“De eenzijdige vaststelling van feiten door de Palestijnen op het terrein ondermijnt volledig de openingspositie van Israël voor een regeling via onderhandelingen,” heeft Regavim gewaarschuwd. De EU lijkt echter duidelijk vastbesloten het illegale Fayyad Plan voort te zetten om de Palestijnen te helpen met hun landroof en massale illegale bouw.

Eind vorig jaar bleek uit een geheim document van de EU-missie in Oost-Jeruzalem dat Brussel ook actief samenwerkt met en namens de Palestijnse Autoriteit om gebied C van de Westelijke Jordaanoever over te nemen. Volgens het document:

“Het Area C-programma van de EU is erop gericht de weerbaarheid van [Palestijnse] mensen, diensten en instellingen te bevorderen, de Palestijnse aanwezigheid in Area C te versterken en de rechten van de Palestijnen die in Area C wonen te beschermen.”

Het is tijd om de hypocriete kwaadaardigheid van EU-functionarissen zoals Sven Koopmans, die Israël blijven beschuldigen van het nemen van “unilaterale acties” en het bouwen van “illegale” nederzettingen, aan de kaak te stellen. Koopmans en andere hoge EU-functionarissen weten blijkbaar dat zij illegaal handelen: zij doen hun uiterste best om te verbergen dat zij de Palestijnen actief helpen om de wet te overtreden en de met Israël ondertekende overeenkomsten te schenden.

Net zoals Israël zich niet mengt in de interne aangelegenheden van de EU-lidstaten, is het tijd om een einde te maken aan de giftige inmenging van de EU in het Israëlisch-Palestijnse conflict.

Onderweg zou de EU ook kunnen nadenken over de werkelijke bron van haar dodelijke obsessie met Israël.

European Union Special Representative for the Middle East Peace Process Sven Koopmans stated on February 17: “The EU wants build stronger ties with Israel, yet relations sadly remain burdened by the construction of illegal settlements on Palestinian land.”

What Koopmans forgot to mention that it is the Palestinians who have built literally tens of thousands of illegal structures in the West Bank, especially in Area C, which, according to the Oslo Accords, is under full Israeli security and civilian jurisdiction.

Koopmans also forgot to mention that the EU is helping the Palestinian Authority (PA) with the mass-scale illegal construction, paving the way for the de facto annexation of the territory.

By way of background: Under the Oslo Accords, the West Bank was divided into three zones — unpoetically named Areas A, B and C — while negotiations were underway for a permanent solution to the borders. Area A is under full Palestinian control, Area B is under Palestinian control apart from security. Area C is officially an Israeli area that is still to be negotiated.

The EU does not interfere anyplace else on the planet other than Area C — not for the Kurds, the Assyrians, the Yazidis, the Uyghurs, the Kashmiris, the Tibetans or the Greek Cypriots. The Palestinians continue to be the only group on the EU’s list of people with whom to interfere. This inordinate attention appears to stem not so much from love for the Palestinians as from hatred for Israel.

The envoys of several EU countries recently expressed concerns about Israel’s “unilateral actions,” and earlier this year, Josep Borell, the EU’s High Representative for Foreign Affairs and Security Policy, called on Israel to avoid “unilateral actions,” including settlement activity and the demolition of illegal Palestinian structures, especially in the West Bank area of Hebron.

When Palestinians complain about “unilateral actions,” they are referring to Israel’s counterterrorism measures and the construction of new homes for Jewish families. The Palestinians do not want to see the Israeli security forces go after the terrorists. They also do not want to see Israel building homes for Jews.

Israel’s Ministry of Intelligence, however, found in a report only recently declassified, that

“foreign governments gave hundreds of millions of euros to Palestinian projects in Area C in Judea and Samaria….Such funding is contrary to international law and relevant agreements… [T]he report describes how the Palestinians use EU funds to build thousands of illegal structures and grab swaths of agricultural land..” [Emphases added]

The EU, it seems, has funded literally thousands of illegal Palestinian modular buildings in territory that is legally under Israeli jurisdiction. The EU, moreover, has never concealed its policy of supporting the Palestinians in their efforts to grab prohibited land and build illegal structures in Israel’s Area C.

Lately, the EU has been concentrating more on agricultural land: one can acquire a much larger area for a much smaller investment.

In 2012, the EU developed, for the first time, a comprehensive policy related to Area C, to be followed by a set of concrete steps and action.

Between 2016 and 2019, the EU provided a total of 33 million euros ($35 million) to “humanitarian and development assistance to support Palestinians living in Area C.”

The EU says it also works with the Palestinian Authority to “develop” Area C. The EU adds that it “supports projects promoting economic development and improving the quality of life of Palestinian communities in Area C in the areas of the private sector, the environment and agriculture.”

The EU is openly admitting that it is assisting the Palestinians to break the law by building illegal structures in an area that is officially under full Israeli sovereignty.

By doing so, the EU is encouraging the Palestinians to engage in unilateral actions in violation of the agreements signed between the Palestinians and Israel.

This is the same EU that continues to warn Israel not to take any “unilateral actions,” and that continues to criticize Israel for building and expanding “illegal” settlements in the West Bank.

An Israeli non-governmental organization, Regavim, has documented “5535 new illegal structures built in 2022, compared to 3076 structures in the same period in 2021” — in one year, nearly double.

Countless EU-funded Palestinian modular homes have also been erected in locations around Jerusalem and the West Bank in the past few years. These structures fly an EU flag and display hundreds of EU signs and stickers.

As of 2022, the EU has built 81,317 illegal structures in Area C, according to Regavim.

“Alongside this mass-scale illegal construction, dispersed over an immense geographic area, additional phenomena are fueling the Palestinian Authority’s de facto annexation of the territory, massive illegal agricultural projects on Israeli state land, lawfare funded by foreign concerns… and a coordinated campaign of international pressure. These are all elements of a calculated strategy, carried out under the auspices of the Palestinian Authority with the stated goal of creating facts on the ground in support of a unilateral declaration of Palestinian statehood, dealing a severe blow to Israel’s national in interests and security.”

The EU’s commitment to the expansion of illegal Palestinian settlement in Area C persists in full disregard of the Oslo Accords, which the EU purports to uphold.

“The object is to create continuous Palestinian settlement throughout the West Bank and thereby isolate and strangle Israeli communities,” wrote Hillel Frisch, professor of Political Science and Middle Eastern History at Bar-Ilan University, in 2019.

“For the first time in the 100-year-old conflict between the Zionist movement (and later the State of Israel) and the Palestinian Arabs, the Palestinians are surpassing the Jews in strategic settlement, over which the Zionist movement had enjoyed a monopoly. The PA is achieving this under the auspices of the EU.”

In April 2012, the Palestinian Authority Ministry of Local Government published a strategic action plan entitled “Planning Support for Palestinian Communities in Area C.” The EU announced its support for this plan in an official document called “Land Development and Access to Basic Infrastructure in Area C.”

Frisch pointed out that as early as 2016, the EU had already spent a total of 10.5 million euros [$11 million] to draw up and implement zoning plans for 90 Palestinian settlements and support land development projects in Area C in conjunction with the Palestinian Authority.

“The PA-EU’s prime objective is clear: to create continuous Arab settlement from the south to the north of the West Bank, while simultaneously thwarting Israeli designs to create continuous neighborhoods from Ma’ale Adumim to Jerusalem (the E-1 plan).

“The PA’s achievements have been considerable so far. As new Israeli building dwindles to insignificance in areas east of Jerusalem, the PA, with European help, has succeeded in housing tens of thousands… in a space no larger than nine square kilometers. This number is more than double the number of inhabitants in Ma’ale Adumim and the other Israeli localities in the area.

“Eastward of Ma’ale Adumim, the PA and the EU have identified makeshift Bedouin encampments, the most prominent being al-Khan al-Akhmar, as the chief weapon with which to transform Area C into a Palestinian state. These fast-growing encampments are close to a major highway and are bereft of sewage systems and organized garbage disposal. The Israeli authorities have earmarked an area just south of Abu Dis that would provide all these amenities, yet the PA and the EU continue to abet Bedouin encampments.”

Khan al-Ahmar would be a chief weapon because it is located within a few meters of the highway connecting Jerusalem with the Dead Sea and the Jordan Valley. The Palestinians want Khan al-Ahmar to become a Palestinian settlement that would cut off Jerusalem from these areas, then surround the city with Palestinian communities.

The EU and the Palestinians are acting in accordance with a program launched in 2009 by former Palestinian Authority Prime Minister Salam Fayyad.

The 2009 “Fayyad Plan” (officially titled “Palestine: Ending the Occupation, Establishing the State”) was — and remains — a proposal to create facts on the ground that would end up as a Palestinian state if negotiations do not work out, thereby bypassing the need to negotiate with Israel as agreed to in the Oslo Accords.

The catch is: If the Palestinians believe that they can be handed a state by some external entity, such as the EU, at no cost to themselves, why should they ever bother to negotiate? For years, in fact, they have avoided coming to the negotiating table, presumably in the hope of precisely such a windfall.

Some Jahalin Bedouin squatters also presented a perfect means of establishing an extra-judicial foothold.

The best interests of the Jahalin Bedouin were not the main concern of the Palestinian Authority. What was important to the PA was the land — to take possession of it and then make whatever was built on it appear irreversible. So while the PA and the EU continue to talk about a negotiated settlement for Area C (Areas A and B are already under Palestinian control), illegal construction in Area C, which is officially under Israeli sovereignty, with the final borders to be negotiated, these new facts on the ground, of course, encourage the Palestinians not to negotiate. Why should they, if they can get everything they want by just taking it?

With the help of generous support of EU member states and Arab countries, the Palestinian Authority has also launched a series of “nationalist initiatives,” focusing on rural areas and desolate sections of Area C. Concerted efforts were invested in strategic areas that would have the greatest impact on Palestinian claims of de facto sovereignty.

According to Naomi Kahn, International Director of Regavim:

“The Europeans pay for the planning. They pay for the engineering. They pay for the legal support. They pay for the infrastructure. They pay for construction, even though they know it’s illegal, and they build into the contracts the possible demolition. They also build into the contract legal representation if and when it comes to court because it’s illegal.”

Fayyad’s unilateral plan to create facts on the ground is totally in violation of the Oslo Accords, which state that “neither side shall initiate or take any step that will change the status of the West Bank and the Gaza Strip pending the outcome of the permanent status negotiations.”

“The Palestinians’ unilateral establishment of facts on the ground completely undermines Israel’s opening position for any negotiated settlement,” Regavim has warned. The EU, however, seems clearly determined to continue the illegal Fayyad Plan to help the Palestinians with their land-grabs and mass-scale illegal construction.

At the end of last year, a secret document by the EU’s mission in east Jerusalem showed that Brussels is also actively working with, and on behalf of, the Palestinian Authority to take over Area C of the West Bank. According to the document:

“The EU’s Area C program aims to foster the resilience of [Palestinian] people, services and institutions, to reinforce Palestinian presence in Area C and to protect the rights of Palestinians living in Area C.”

It is time to call out the hypocritical malice of EU officials such as Sven Koopmans, who continue to accuse Israel of taking “unilateral actions” and building “illegal” settlements. Koopmans and other senior EU officials apparently know they are acting illicitly: they are doing their utmost to hide the fact that they are actively helping the Palestinians to break the law and violate the agreements signed with Israel.

Just as Israel does not meddle in the internal affairs of the EU member states, it is time to put an end to the EU’s poisonous intrusion into the Israeli-Palestinian conflict.

Along the way, the EU might also want to consider the real source of its lethal obsession with Israel.
